Memorial Day - Fly Our Flag Proudly: US Flag Code

Memorial Day - Fly Our Flag Proudly: US Flag CodeThe United States Flag Code, first adopted in 1923, and later appended, prescribes flag etiquette for a variety of circumstances ensuring that our national symbol is treated properly.

“Because the U.S Flag is the symbol of our country, it should always be displayed in the most prominent most honored position. No other flag should ever appear more important”

Flag Etiquette

The National Flag represents the living country and is considered to be a living thing emblematic of the respect and pride we have for our nation. Display it proudly.

§173. Display and use of flag by civilians; codification of rules and customs; definition

The following codification of existing rules and customs pertaining to the display and use of the flag of the United States of America is established for the use of such civilians or civilian groups or organizations as may not be required to conform with regulations promulgated by one or more executive departments of the Government of the United States. The flag of the United States for the purpose of this chapter shall be defined according to sections 1 and 2 of title 4 and Executive Order 10834 issued pursuant thereto.

§174. Time and occasions for display

(a) Display on buildings and stationary flagstaffs in open; night display

It is the universal custom to display the flag only from sunrise to sunset on buildings and on stationary flagstaffs in the open. However, when a patriotic effect is desired, the flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness.

(b) Manner of hoisting

The flag should be hoisted briskly and lowered ceremoniously.

(c) Inclement weather

The flag should not be displayed on days when the weather is inclement, except when an all
weather flag is displayed.

(d) Particular days of display

Memorial Day - Fly Our Flag Proudly: US Flag CodeThe flag should be displayed on all days, especially on New Year's Day, January 1;
Inauguration Day, January 20; Lincoln's Birthday, February 12; Washington's Birthday, third
Monday in February; Easter Sunday (variable); Mother's Day, second Sunday in May;
Armed Forces Day, third Saturday in May; Memorial Day (half-staff until noon), the last
Monday in May; Flag Day, June 14; Independence Day, July 4; Labor Day, first Monday in
September; Constitution Day, September 17; Columbus Day, second Monday in October;
Navy Day, October 27; Veterans Day, November 11; Thanksgiving Day, fourth Thursday in
November; Christmas Day, December 25; and such other days as may be proclaimed by the
President of the United States; the birthdays of States (date of admission); and on State
holidays.

§175. Position and manner of display

The flag, when carried in a procession with another flag or flags, should be either on the marching right; that is, the flag’s own right, or, if there is a line of other flags, in front of the center of that line.

(a)  The flag should not be displayed on a float in a parade except from a staff, or as provided in subsection (i) of this section.

(b)  The flag should not be draped over the hood, top, sides, or back of a vehicle or of a railroad train or a boat. When the flag is displayed on a motorcar, the staff shall be fixed firmly to the chassis or clamped to the right fender.

(c)  No other flag or pennant should be placed above or, if on the same level, to the right of the flag of the United States of America, except during church services conducted by naval chaplains at sea, when the church pennant may be flown above the flag during church services for the personnel of the Navy. No person shall display the flag of the United Nations or any other national or international flag equal, above, or in a position of superior prominence or honor to, or in place of, the flag of the United States at any place within the United States or any Territory or possession thereof: Provided, That nothing in this section shall make unlawful the continuance of the practice heretofore followed of displaying the flag of the United Nations in a position of superior prominence or honor, and other national flags in positions of equal prominence or honor, with that of the flag of the United States at the headquarters of the United Nations.

(d)  The flag of the United States of America, when it is displayed with another flag against a wall from crossed staffs, should be on the right, the flag’s own right, and its staff should be in front of the staff of the other flag.

(e)  The flag of the United States of America should be at the center and at the highest point of the group when a number of flags of States or localities or pennants of societies are grouped and displayed from staffs.

(f)  When flags of States, cities, or localities, or pennants of societies are flown on the same halyard with the flag of the United States, the latter should always be at the peak. When the flags are flown from adjacent staffs, the flag of the United States should be hoisted first and lowered last. No such flag or pennant may be placed above the flag of the United States or to the United States flag’s right.

(g)  When flags of two or more nations are displayed, they are to be flown from separate staffs of the same height. The flags should be of approximately equal size. International usage forbids the display of the flag of one nation above that of another nation in time of peace.

(h)  When the flag of the United States is displayed from a staff projecting horizontally or at an angle from the window sill, balcony, or front of a building, the union of the flag should be placed at the peak of the staff unless the flag is at half-staff. When the flag is suspended over a sidewalk from a rope extending from a house to a pole at the edge of the sidewalk, the flag should be hoisted out, union first, from the building.

(i)  When displayed either horizontally or vertically against a wall, the union should be uppermost and to the flag’s own right, that is, to the observer’s left. When displayed in a window, the flag should be displayed in the same way, with the union or blue field to the left of the observer in the street.

(j)  When the flag is displayed over the middle of the street, it should be suspended vertically with the union to the north in an east and west street or to the east in a north and south street.

(k)  When used on a speaker’s platform, the flag, if displayed flat, should be displayed above and behind the speaker. When displayed from a staff in a church or public auditorium, the flag of the United States of America should hold the position of superior prominence, in advance of the audience, and in the position of honor at the clergyman’s or speaker’s right as he faces the audience. Any other flag so displayed should be placed on the left of the clergyman or speaker or to the right of the audience.

(l)  The flag should form a distinctive feature of the ceremony of unveiling a statue or monument, but it should never be used as the covering for the statue or monument.

Memorial Day - Fly Our Flag Proudly: US Flag Code(m)  The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day. On Memorial Day the flag should be displayed at half-staff until noon only, then raised to the top of the staff. By order of the President, the flag shall be flown at half-staff upon the death of principal figures of the United States Government and the Governor of a State, territory, or possession, as a mark of respect to their memory. In the event of the death of other officials or foreign dignitaries, the flag is to be displayed at half-staff according to Presidential instructions or orders, or in accordance with recognized customs or practices not inconsistent with law. In the event of the death of a present or former official of the government of any State, territory, or possession of the United States or the death of a member of the Armed Forces from any State, territory, or possession who dies while serving on active duty, the Governor of that State, territory, or possession may proclaim that the National flag shall be flown at half-staff, and the same authority is provided to the Mayor of the District of Columbia with respect to present or former officials of the District of Columbia and members of the Armed Forces from the District of Columbia. When the Governor of a State, territory, or possession, or the Mayor of the District of Columbia, issues a proclamation under the preceding sentence that the National flag be flown at half-staff in that State, territory, or possession or in the District of Columbia because of the death of a member of the Armed Forces, the National flag flown at any Federal installation or facility in the area covered by that proclamation shall be flown at half-staff consistent with that proclamation. The flag shall be flown at half-staff 30 days from the death of the President or a former President; 10 days from the day of death of the Vice President, the Chief Justice or a retired Chief Justice of the United States, or the Speaker of the House of Representatives; from the day of death until interment of an Associate Justice of the Supreme Court, a Secretary of an executive or military department, a former Vice President, or the Governor of a State, territory, or possession; and on the day of death and the following day for a Member of Congress. The flag shall be flown at half-staff on Peace Officers Memorial Day, unless that day is also Armed Forces Day.

(n)  When the flag is used to cover a casket, it should be so placed that the union is at the head and over the left shoulder. The flag should not be lowered into the grave or allowed to touch the ground.

(o)  When the flag is suspended across a corridor or lobby in a building with only one main entrance, it should be suspended vertically with the union of the flag to the observer’s left upon entering. If the building has more than one main entrance, the flag should be suspended vertically near the center of the corridor or lobby with the union to the north, when entrances are to the east and west or to the east when entrances are to the north and south. If there are entrances in more than two directions, the union should be to the east.

§177. Conduct during hoisting, lowering or passing of flag

During the ceremony of hoisting or lowering the flag or when the flag is passing in a parade or in review, all persons present in uniform should render the military salute. Members of the Armed Forces and veterans who are present but not in uniform may render the military salute. All other persons present should face the flag and stand at attention with their right hand over the heart, or if applicable, remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Citizens of other countries present should stand at attention. The salute to the flag in a moving column should be rendered at the moment the flag passes.

Remembering Our Fallen Soldiers on Memorial Day

[caption id="attachment_8844" align="alignright" width="280" caption="Remembering Our Fallen Soldiers on Memorial Day"]Remembering Our Fallen Soldiers on Memorial Day[/caption]

Memorial Day is one of the most important holidays in the US. On this day, we once again commemorate and honor our country's fallen soldiers. And as the day approaches, it is time to focus on the true meaning of this important holiday. We must remember all the soldiers who died serving and defending our country's freedom, from all wars, popular or unpopular – from Europe to Vietnam to the Middle East and anywhere else.

Many of the families usually take some time off from work and spend a little time reflecting and remembering our fallen soldiers on Memorial Day. Most every American has someone in their family who fought in the war. If they don't, most likely they know someone who did. Nevertheless, it is not an excuse for not honoring our fallen soldiers.

While our brave soldiers risked their lives fighting for our country, they have also fought the pain and loneliness of being away from their beloved families. Their families were left behind without a husband or wife, a father or mother and without a son or daughter. As opposed from previous Memorial Day celebration which honor the casualties of the American Civil War, today, the entire country celebrates this event to honor all the Americans who have died while taking part in any USA war.

People usually visit memorials and cemeteries in observance of this special day. Every Memorial Day at 3 p.m., the whole country holds a national moment of remembrance. The flags are set at half staff until noon, whereas flowers and flags are offered at the cemeteries to remember the bravery and heroism of our fallen soldiers.

In Scottsdale, there are various significant and fun events that will take place in remembering our fallen soldiers on Memorial Day.

Essential Guide for a Long Road Trip

[caption id="attachment_8807" align="alignright" width="300" caption="Essential Guide for a Long Road Trip"]Essential Guide for a Long Road Trip[/caption]

It's almost summer and the weather in the Valley is getting hotter. Families might be planning on escaping the city and visit some cooler place. Since there will be no school for the kids, this summer is a good time to visit an old relative from a different city or state. And to make it more enjoyable, a road trip is a thing one can consider.

Long road trips aren't joy rides, but they can become rewarding, if not a life changing experiences. So if you're going to take that trip, here is the essential guide for a long road trip.

The Plan

  • Research and plot your trip and stops thoroughly, but not to that last excruciating detail.

  • Be flexible with your plans. If the weather turns ugly a route change might be in order, although a five day forecast tends to be reliable. Plan for the worst and hope for the best.

  • Find some good company. Travel only with those you trust, have confidence in and are comfortable with. Thresholds for long travel vary from person to person.

  • Patience can dry faster than the fuel.

  • Keep emergency numbers handy.

The Vehicle

  • Have your vehicle thoroughly checked. Go over the usual maintenance steps such as oil change, filter replacement and wheel alignment and rotation.

  • Inflate those tires including the spares. Check the car tools.

  • Keep the tank full.

Packing

  • Don't over pack or overload. Bring only the essentials and enough food and water. If you're traveling the highway, there are plenty of stops where you can get supplies and eat along the way.

  • Don't forget to pack chargers for the gadgets. Also, a Swiss knife could come in handy.

Traveling with Kids

  • If traveling with children, prepare a bagful of sick bags. Long and winding drives take their toll on children, making them nauseous or road sick.

  • Kids can manage long trips as long as adults can attend to their needs. When they get tired, they'll easily fall asleep during long drives.

  • Keep children pre-occupied. Those tablet games and DVD movies will definitely do the trick.

On the Road

  • Keep calm and drive

  • Psyche yourself before each trip.

  • Keep pace with the lead driver.

  • Take shortcuts only when you're 100% sure of the route.

  • Take as many overnight stops as possible to rejuvenate especially after eight-hour plus drive

Even if you are tired, be prepared to push yourself to the limit, such as when you're driving on the highway in the middle of nowhere. On the other hand, if you feel tired or sleepy, let someone else take the wheel. Lastly, enjoy the drive. Stop for the landmarks and tourist spots. Once the long trip is done, every mile will be worth it. Following the guide, everyone will surely survive and enjoy the long road trip ride.

[caption id="attachment_8711" align="alignright" width="300" caption="Summer Fun: McDowell Mountain Ranch Park and Aquatic Center"]Summer Fun: McDowell Mountain Ranch Park and Aquatic Center[/caption]

When summertime finally arrives, it feels like some needed time off. The day lasts longer, there will be no school for the kids, and the weather is typically favorable for heading to a vacation spot.

However, with the rising cost of gasoline and commodities we have to think twice about traveling on a vacation. Instead of traveling, why don't we head out to the beach or to the swimming pool. There are a few aquatic centers in Scottsdale that offers exceptional fun for kids and adults alike. One of the nearby facilities is the McDowell Mountain Ranch Park and Aquatic Center.

McDowell Mountain Ranch Park and Aquatic Center is nestled within the McDowell Mountain Ranch community. This is a 35 acre facility with 4 soccer fields, 2 ball fields, skate parks and of course the much boasted 600 foot lazy river along with tube water slide, diving boards, lap pools and spray pads.

The facility also has a Fitness Center that has machine weights, dumbbells and cardiovascular machines. Moreover, it offers aerobics and a variety of fitness, leisure nutritional and wellness classes. Although anybody can use the fitness center, being a Scottsdale resident does give you a discounted rate.

Summer Family Pass allows families of all sizes an unlimited fitness center visits starting Memorial Day through Labor Day. That would be three months of unlimited fun, fun, and more fun and oh, the huge amount of savings of course.

Scottsdale residents can enjoy the benefits of living in the area. The more frequent you attend, the more savings you'll get. If you are going to sign up for Family Pool Pass which allows up to 4 family members, from the standard pass fee of $400 you can get it for only $140. And for those non-residents who equally enjoy dipping in the lazy river, it was $600, and you can now get this for $210. This sale is only valid until May 31st. Click here for more information.

This year, the Annual Night Swim will be held in the McDowell Mountain Ranch Park and Aquatic Center on May 18 from 5pm – 9 pm. This will be the only time Public Swim will be offered this summer.

This is a cost-friendly way to entertain kids this summer and for you to relax while the kids are having their fun. A great way to beat the summer heat and to meet up with some friends to spend an afternoon. So pack your best swim gear and get ready for some summer fun at the McDowell Mountain Ranch Park and Aquatic Center.

Scottsdale Real Estate House Hunting Tip for Today’s Market

[caption id="attachment_8671" align="alignright" width="300" caption="Scottsdale Real Estate"]Scottsdale Real Estate House Hunting Tip for Today’s Market[/caption]

The real estate market is ever-changing. Compared with not so long ago, that's a good thing for many real estate markets. If you are ready to buy a home in today's market, you need to take note of recent changes that may affect your home-buying power.

Buying a home in our local market today is not just about finding a home in the best condition in a great location for an affordable price. Smart home purchasers today require a deeper knowledge of the economy, the local market and new regulations. We can help you pinpoint all you need to know to make an educated move when buying a home. Also having the ability to search for homes online is a great advantage in this market. Realtor.com, Trulia, and Zillow are a few real estate search engines that available. The best and most advantageous for today’s home buyer is some of the real estate portals that REALTORS® offer. They usually link directly to their local Multiple Listing Service giving you real time data, offer privacy for your security, and excellent updated information that provides the ability to make an informed buying decision. A good example of one of those websites it the Scottsdale real estate website.

Home prices, interest rates and fees are all top-of-mind when you're figuring back-of-the-envelope costs. But, do you know what new guidelines are in place that can affect how much mortgage you can qualify for, what the local inventory of available homes is currently, or if you can find funds to remodel a home down the road? When you're ready to buy a home -- or if you're thinking of selling and want to understand what buyers are thinking in today's market -- keep reading to get a true picture of how to make a smart move today.

HOME PRICES

We all could benefit from a crystal ball that tells us what home prices will be in six months, a year or several years from now. No one has that information, but we can tell you that according to the National Association of REALTORS® (NAR), home prices are up, on average 10% or more in the majority of major home markets nationwide comparing prices from first quarter 2013 over the same period one year ago. No one is promising these types of gains in every market, but don't be surprised if the home you could buy just six months from now has a price tag you can no longer afford.

[caption id="attachment_8674" align="alignleft" width="300" caption="Interest Rates"]Scottsdale Real Estate House Hunting Tip for Today’s Market[/caption]

INTEREST RATES

Although interest rates have been running at or near historic lows for many months, experts predict interest rates will rise -- not drop -- which again will affect how much home you can afford. Granted, rates won't shoot up immediately, but even incremental changes will increase your costs…and reduce your buying power. Combine rising interest rates with increases in home prices, and your dream-home picture may have to be modified the longer you wait.

LOAN COSTS

Federal Housing Administration (FHA) loans will cost more this year. As of press time, the upfront fee (FHA funding fee) was 1.75% of the loan amount. In addition, the mortgage insurance premiums (MIP) will need to be paid for the life of the loan (instead of stopping MIP after paying down 22% of the loan) and will be based on the unpaid amount of the mortgage. The MIP rate has risen to 2.05% of the financed loan amount (up from the previous 1.05%). Compare traditional financing with FHA financing to find the best choice for your budget.

INVENTORY

According to the NAR, the number of homes for sale nationwide in the past half year has been at -- or, even at times, below -- the lowest supply of homes available back to the boom times of 2005. If you find a home you love, move quickly to make it yours as it is likely to sell fast given there are fewer gems to choose from. If you are in the higher-end luxury-home market, however, you're likely to see a fairly good selection of homes and less competition from other buyers as the universe of buyers in this market is smaller.

[caption id="attachment_8675" align="alignright" width="300" caption="Bank Owned"]Scottsdale Real Estate Desert Mountain[/caption]

DISTRESSED SALES

If you're looking for a steal that needs just a bit of sweat equity to fix it up, you might be disappointed. The number of foreclosures, short sales and other distressed properties has been decreasing, and when they do appear, they are often bought up quickly and quietly by all-cash investors. Also, many former bargains are coming back on the market after a rehab, but are certainly no longer considered distressed sales since they're now in move-in condition -- and priced accordingly. If you're looking for bargain or investment property, we can help you locate suitable properties, but the inventory may be tight and you’ll need to execute on the opportunity immediately as you’ll be competing with the professional investors that do this for a living.

NEW CONSTRUCTION

With the improving economy, home builders are back in business offering brand-new homes. Due to pent-up demand and competition from other buyers, new-home prices are rising faster than prices of resale homes; over the past six months, new-home prices were up compared with the previous year, according to NAR. Don't go it alone with the builder; get a real estate professional -- like us -- to represent your interests in the purchase. Representation on a new home is as important or more so, because the new home builders contract and representatives are there for the builder, not the buyer.

LOANS YOU CAN AFFORD

At the height of the real estate bubble, risky loans had features such as interest-only payments, balloon payments and loan fees that were greater than 3% of the mortgage amount. Those options are now hard to find. Today, lenders offer "qualified loans" -- which increases your ability to have a mortgage that fits your finances and will not surprise you. The Consumer Financial Protection Bureau's (CFPB) new "Ability to Pay Rule" resulting from the Truth In Lending Act goes into effect in 2014, but most lenders have already been moving away from no- and low-documentation loans.

DEBT RATIOS

Lenders who provide "qualified loans" under CFPB's "Ability to Pay Rule" also are working to ensure that your total debt does not exceed 43% of your total income. Therefore, if you earn $75,000 per year, your total combined debt (mortgage, insurance, car loans, student loans, etc.) could not exceed a yearly total of $32,250. When divided by 12, this means your total monthly debt payments cannot exceed $2,687.50. This proposed safeguard shows that your debt level is manageable, and you can afford to repay all your obligations.

HOME-EQUITY RETURNS

When the value of your home is greater than your mortgage, the difference is "home equity." Lenders today will allow you to tap into this equity -- an option that during the downturn had become unavailable to millions of homeowners, often because their home equity had disappeared -- once again allowing homeowners to remodel and refurbish their homes with a low-interest loan backed by the equity of their home.

PROFESSIONALISM

Despite the challenges noted above, today's buyers are still looking at many real estate markets around the nation that are more affordable than they have been for quite a few years -- even decades, in some cases. That makes now a great time to buy a home and perhaps a better time than you're likely to see for many years to come.

To take advantage of today's market, and overcome any hurdles along the way, you'll need someone like us on your side to work with you. Contact us when you -- or someone you know -- are ready to buy a home!
